Why we collect information about you
Kettering Borough Council collects personal information from you in order to administer and manage applications from residents within our borough under the Warm Homes partnership. The partnership is made up of: Kettering Borough Council; Corby Borough Council; Daventry District Council; South Northamptonshire Council; Borough Council of Wellingborough; and Northampton Borough Council,and is collectively known as NWHP.
How will we use the information we hold about you?
The categories of information we collect to administer this scheme are:
• Name and address
• Contact details eg. Phone number/s, email address
• Household details/composition
• Financial information, including benefit data
• Vulnerabilities, including special category data such as health data
• Other information from third parties, such as landlords, Energy Company Obligation (ECO) Agents and installers
Your data will be used to: perform checks (such as against Council Tax records);assess your eligibility for assistance with heating upgrades and improvements;provide advice in relation to lower energy bills and home energy improvements. We will also use your data to contact you in relation to your application where necessary.
What is the basis for us to process your data?
The council provides this service as a task which is deemed to be in the public interest/substantial public interest. The legislation which supports this task is:
• Warm Homes & Energy Conservation Act 2000
• The Warm Homes Discount Regulations 2011 (as amended)
• The Local Government Acts
• The Localism Act 2011

Who we will share your information with
Only relevant employees of Kettering Borough Council have access to information held in relation to NWHP activities. This will be restricted to staff in our Private Sector Housing Team. It may be necessary to share your personal data with external agencies such as ECO agents and installers, but only where there is alegitimate interest to do so.
We may share your personal information if there is a public interest to do so, or the law allows it, such as the prevention and / or detection of crime. This could include the need to disclose sensitive or confidential information such as medical details to other organisations.
How long do we keep your records?
We will only keep your information for the minimum period necessary to comply with legal and regulatory requirements and in line with our Corporate Retention Schedule. In most cases this will be for a period of 6 years. Information will be securely destroyed when no longer needed.
