Severe Weather Emergency Protocol (SWEP)
The Council has a Severe Weather Emergency Protocol that begins when the temperature is forecast to drop to zero degrees (or below) for three consecutive nights. This can be viewed here.
The Protocol ensures that suitable accommodation can be provided quickly for verified rough sleepers to prevent harm and death due to severe weather conditions.
The Council will place people into bed and breakfast when the SWEP is in place.
