Broughton Neighbourhood Plan and Neighbourhood Development Order

Regulation 16 & 23 Publicity (post submission)

The Broughton Neighbourhood Plan and Broughton Neighbourhood Development Order were submitted to the Council on 29 September 2017. The Plan and Neighbourhood Development Order have now been subject to a legal requirements check to ensure that they comply with the relevant provisions of the Town and Country Planning Act 1990 and the Planning and Compulsory Purchase Act 2004. In accordance with regulation 16 and 23 of the Neighbourhood Planning Regulations 2012 (as amended), the plan and order proposals are now available for comment. A 6 week consultation will take place from Wednesday 18 October 2017 to Wednesday 29 November 2017. Copies of the plan proposal and accompanying documents are available to view below. A hard copy of the Neighbourhood Plan is also available to view at the following locations during opening hours:

  • Kettering Borough Council, Municipal Offices, Bowling Green Road, Kettering (8.30am - 5pm)
  • St Andrews Church, Church Street, Broughton
  • The Broughton Baptist Chapel, 114 High Street, Broughton
  • Broughton & Cransley Working Mens Club, 27 High Street, Broughton
  • The Red Lion, 7 High Street, Broughton

Any comments should be sent to planningpolicy@kettering.gov.uk or Development Services, Kettering Borough Council, Municipal Offices, Bowling Green Road, Kettering by 5pm on 29 November 2017. Further information on how to comment is available in the Representation Procedure.

Representations made will be sent to the Neighbourhood Plan examiner who will consider whether the Neighbourhood Plan and Neighbourhood Development Order meet certain legal requirements, known as the ‘basic conditions’.

Comments are sought as to whether or not the plan and order proposals fulfil the “basic conditions”

Any representations may include a request to be notified of the local planning authority’s decision under regulation 19 (decision on a plan proposal) in relation to the neighbourhood plan and regulation 26 (decision on an order proposal) in relation to the neighbourhood development order.

Broughton Neighbourhood Plan Designation

Town and Country Planning (General) Neighbourhood Planning Regulations 2012 and the Localism Act 2011

Kettering Borough Council received an application from Broughton Parish Council as a relevant body to designate the Parish of Broughton as the Neighbourhood Plan Area for the Broughton Neighbourhood Plan.  A consultation on the proposed Neighbourhood Plan Area took place from 4th November 2013 to 16th December 2013.

On 15th January 2014 Kettering Borough Council designated the Parish of Broughton as the Neighbourhood Plan Area for the Broughton Neighbourhood Plan.  A copy of the Committee Report is available to view.
