Council and Committees

Standards Advisory Committee

The Standards Advisory Committee has the following membership, all of whom have voting rights:

  • three Borough Councillors
  • five people who are not Councillors or staff of any Council, and have not been a Councillor or employee of Kettering Borough Council within the preceeding 5 years, and are not relatives or close friends of any Councillor or employee of Kettering Borough Council. These are known as Independent Members
  • two town/parish council members from within the Borough


At least three members of the Committee must be present throughout any meeting. At least one Parish member must be present when matters relating to town or parish councils are being considered. At least one non-elected independent member must be present throughout any meeting, except for any part of a meeting during which a non-elected independent member has withdrawn in accordance with the Code of Conduct. The Chair of the Committee is one of the independent members.

The Standards Advisory Committee has the following roles and functions:
(a) promoting and maintaining high standards of conduct by councillors and co-opted members;
(b) assisting councillors and co-opted members to observe the Members' Code of Conduct
(c) advising the Council on the adoption or revision of the Members' Code of Conduct;
(d) monitoring the operation of the Members' Code of Conduct; (e) advising, training or arranging to train councillors and co-opted members on matters relating to the Members' Code of Conduct;
(f) granting dispensations to councillors and co-opted members from requirements relating to interests set out in the Members' Code of Conduct;
(g) dealing with any reports from a case tribunal or interim case tribunal, and any report from the monitoring officer on any matter which is referred by an ethical standards officer to the monitoring officer.
(h) the exercise of (a) to (g) above in relation to the parish and town councils in the Borough and the members of those parish and town councils;
(i) overview of the whistle blowing policy;
(j) overview of complaints handling and Ombudsman investigations;
(k) overview of the protocol on Councillor/Staff relations (l) the exercise of (i) to (k) above in relation to those parish and town councils that have requested the Committee to undertake this role.
