Q: Who is responsible for paying the Council Tax?

Answer:

Responsibility to pay the Council Tax usually falls to residents (aged over 18) of the property.

Where a property is jointly owned, or tenants have joint liability to pay rent, then all of the owners/tenants are equally liable to pay. If one fails to pay their share, the others would be liable to pay it all.

If a property is rented out to several tenants, each with a separate tenancy agreement, the house is said to be in multiple occupation. In this case the owner becomes liable to pay the Council Tax.
